Tendering Engineer, Civil

About the Job:

We are seeking a detail-oriented and commercially astute Tendering Specialist to join our high-performing team. The ideal candidate will be responsible for leading and coordinating tender and proposal submissions for multidisciplinary consultancy projects, with a primary focus on the buildings and large infrastructure sectors. This role requires strong understanding of regional procurement practices, contract frameworks (especially FIDIC), and the ability to manage bids from strategy through to submission while collaborating cross-functionally across technical, commercial, and legal teams.

Key Responsibilities/Deliverables:

• Lead the preparation and submission of technical and commercial proposals for consultancy services in infrastructure and building sectors.
• Analyze RFPs and tender documents to identify project requirements, key deliverables, and associated risks.
• Ensure proposals are aligned with organizational goals, compliant with client requirements, and submitted within deadlines.
• Coordinate with multidisciplinary teams to gather inputs and integrate technical, legal, and financial data into cohesive proposals.
• Interpret contract clauses and commercial terms, particularly those based on FIDIC and GCC frameworks.
• Draft, edit, and proofread proposal documents to ensure clarity, accuracy, and high-quality presentation.
• Support pricing and cost estimations aligned with project scope and risk profile.
• Monitor ongoing tenders, maintain a tracking system, and manage documentation throughout the tender lifecycle.
• Support post-tender negotiations, clarifications, and contract finalization as needed.

Qualifications and Experience:

• Bachelor’s degree in Civil Engineering or a related field.
• Additional certifications in Project Management, Contracting, or Law are preferred.
• 6 to 8 years of experience in tendering, proposal preparation, or contract management—preferably within engineering consultancy services for large infrastructure or buildings.
• Strong understanding of GCC/KSA tendering processes and regional procurement standards.
• Experience working with consultancy contracts, especially using FIDIC or similar frameworks.
• Proven ability to lead and manage complex bids under tight timelines.

Language Proficiency Requirements:

• Fluency in English (written and spoken) is essential.

Knowledge and Functional Competencies:

• In-depth knowledge of contract structures, risk allocation, and commercial negotiation in the GCC context.
• Familiarity with FIDIC and other standard contract forms commonly used in infrastructure consultancy.
• Excellent technical writing, editing, and proofing skills tailored to client-focused deliverables.
• High-level proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
• Strong project management skills—able to plan, prioritize, and deliver high-quality work across multiple bids.
• Strategic thinking with a solutions-driven approach and attention to detail.
• Ability to work collaboratively in a team environment and communicate effectively with senior stakeholders.
