Tendering Lead Engineer, Civil

About the Job:

DAR Engineering is seeking a commercially savvy and strategically driven Tendering Lead to join our high-performing pre-contracts team. This leadership role involves managing the end-to-end tendering lifecycle for complex, multidisciplinary consultancy projects, with a strong focus on buildings and large-scale infrastructure. You will play a key role in shaping winning proposals, advising on risk and commercial strategy, and driving excellence in submissions across the GCC region.

Key Responsibilities/Deliverables:

• Lead the development of competitive, high-quality technical and commercial proposals for consultancy services.
• Oversee bid strategy, team coordination, and submission planning aligned with client expectations and internal business goals.
• Analyze tender documents and RFPs to assess requirements, identify risks, and define clear response strategies.
• Collaborate with cross-functional teams—technical, legal, commercial, and finance—to integrate content into cohesive, compelling proposals.
• Interpret and apply contract terms (especially FIDIC/GCC formats), ensuring alignment with internal risk thresholds.
• Manage and review pricing strategies in line with scope, deliverables, and risk.
• Maintain a rigorous tracking system for ongoing bids and lead post-tender clarifications and negotiations where required.
• Mentor and support junior team members in proposal writing, compliance, and process optimization.

Qualifications and Experience:

• Bachelor’s degree in Civil Engineering or a relevant field (Master’s degree or PMP/contract certifications are a plus).
• 10–15 years of progressive experience in tendering, proposals, or pre-contracts—ideally within engineering consultancy for infrastructure/buildings.
• Proven track record managing major tenders across GCC/KSA with strong awareness of local procurement regulations.
• Advanced knowledge of consultancy contract frameworks, particularly FIDIC.
• Strong leadership, analytical, and project management capabilities.
• Fluent in English (written and spoken). Arabic is a plus.

Language Proficiency Requirements:

• Fluency in English (written and spoken) is essential.

Knowledge and Functional Competencies:

• Expert in commercial risk analysis, pricing alignment, and strategic tender positioning.
• High attention to detail in reviewing and editing technical proposals and deliverables.
• Excellent interpersonal and stakeholder communication skills.
• Proficiency in MS Office tools (Word, Excel, PowerPoint) and proposal documentation systems.
• Solutions-oriented mindset with the ability to lead under pressure and tight deadlines.
