Testing & Commissioning Engineer

Job Purpose:

We are currently looking for a Testing and Commissioning Engineer to be part of our Project Management Office (PMO) team, based on a large healthcare program in Riyadh.

The program's core objective is to provide consultancy services to operate the Project Management Office, facilitating the delivery of healthcare infrastructure program and implementing streamlined processes and procedures for both ongoing and upcoming projects.

Key Responsibilities/Deliverables:

• Prepare Commissioning Method Statements for each system / equipment in the project completed with related checklists and forms in accordance with T&C codes
• Conduct tests and inspections, develop commissioning plans, manage schedules and budgets, and ensure compliance with safety regulations
• Inspection of installation to determine deviation to shop drawings
• Inspection of the actual installation location for accessibility
• Site observation and defects reporting to the Testing and Commissioning  Manager and recorded in Issue Log
• Lead, supervise, and witness Building Services stand-alone Testing and Commissioning
• Lead, supervise and witness Building Services and Fire/Life Safety integration
• Lead, supervise and witness Power Failure Testing
• Lead the preparation of Site Observation/Defects Report and Progress Report to the T&C Manager
• Lead the filling up of all testing package /templates with the PM/CM, and Commissioning Authority.
• Conduct or supervise Testing and Air/Hydronic Balancing (TAB)
• Conduct or witness acoustic and vibration testing
• Conduct or witness thermal scanning of equipment, cables, bus bars, and bus ducts.
• Witness electrical cold and live testing
• Assisting and Witnessing of Testing and Commissioning works
• Equipment Pre-Start up and Operational/Functional Testing
• Equipment Performance Testing
• Electrical system energization
• 1st Fix, 2nd Fix, 3rd Fix compliance verification
• Design intent and technical specification verification
• All Stage Gate documentation review, verification and updating

Qualifications and Experience:

• Thirteen (13 plus) years of experience in large capital projects and/or large programs or similar complex projects.
• Developing project requirements, project plans within the construction industry (preferably on large multi-million-dollar projects)
• University degree in Electrical or Mechanical Engineering
• Experience in KSA/GCC region (highly recommended)
• Medical facility construction background preferred
• Excellent analytical skills with ability to analyze large and complex data and worksheets
• Good communication skills, both in presentation and documentation
• Attention to detail and ability to thrive in a fast-paced environment

Language Proficiency Requirements:

• Proficiency in Arabic is essential.
• Good command over English.
