Job Purpose

The Senior QA/QC Materials Engineer is responsible for ensuring that all materials, equipment, and construction works associated with the pipeline and reservoir contract meet the specified quality standards, technical requirements, and client expectations. The role safeguards the integrity and durability of project assets by overseeing inspection, testing, and certification activities, while ensuring full compliance with project specifications, NWC/EXPRO requirements, and international codes.

Their primary purpose is to:

  • Assure Quality Compliance – Verify that all materials and equipment comply with approved specifications, standards, and inspection requirements.
  • Maintain Integrity of Assets – Ensure that pipelines, reservoirs, pumping stations, and related infrastructure are constructed with certified, traceable, and tested materials.
  • Oversee Testing & Certification – Supervise and review laboratory and site testing of soils, concrete, steel, coatings, welds, and pipelines to guarantee performance and durability.
  • Ensure Documentation & Traceability – Maintain accurate material approval records, test certificates, and quality control documentation for client handover.
  • Support Risk & Cost Control – Identify non-conformances early, recommend corrective actions, and prevent costly rework or delays.
  • Promote Continuous Improvement – Drive lessons learned and best practices in quality assurance across the project lifecycle.

Summary:
The purpose of the Senior QA/QC Materials Engineer is to act as the custodian of material quality and compliance, ensuring that all pipeline and reservoir assets are built with the highest standards of reliability, safety, and durability, in accordance with local and international best practices.

General Responsibilities

1. Material Quality Assurance

  • Review and approve all material submittals, supplier documentation, and certificates of compliance against project specifications and international standards.
  • Ensure all materials used in pipelines, reservoirs, pumping stations, and associated works are approved prior to delivery and installation.
  • Verify compliance with NWC/EXPRO quality requirements, Saudi standards, and international codes (AWWA, API, ASME, ASTM, BS/EN).

2. Inspection & Testing

  • Supervise and coordinate laboratory and field testing of materials, including soil, aggregates, concrete, steel, coatings, welds, and lining systems.
  • Witness factory acceptance tests (FAT), site acceptance tests (SAT), and third-party inspections for critical equipment and materials.
  • Review and endorse inspection test plans (ITPs), method statements, and quality control procedures.

3. Documentation & Traceability

  • Maintain complete material approval logs, test reports, calibration records, and certificates to ensure traceability.
  • Support preparation of handover dossiers and as-built quality documentation for client submission.
  • Ensure non-conformances (NCRs) are documented, corrective actions implemented, and lessons captured.

4. Supplier & Vendor Coordination

  • Liaise with approved suppliers, manufacturers, and vendors to verify compliance with project quality requirements.
  • Conduct supplier audits and factory inspections to ensure consistency in material quality.
  • Monitor delivery schedules to confirm materials arrive on time and meet approved specifications.

5. Site Quality Control

  • Work closely with construction teams to ensure proper storage, handling, and installation of materials on site.
  • Conduct spot inspections, random sampling, and verification checks during material use in the field.
  • Provide technical guidance to site engineers and supervisors on material-related issues.

6. Coordination with Stakeholders

  • Collaborate with Project Director, QA/QC Manager, HSE Manager, and Construction Managers to align quality processes with project execution.
  • Coordinate with client representatives (NWC, EXPRO, PMC) during inspections and material verification.
  • Engage with third-party laboratories, certification bodies, and regulatory agencies for independent validation.

The Senior QA/QC Materials Engineer is accountable for ensuring that all materials used in the pipeline and reservoir contract are fully compliant, tested, documented, and approved, safeguarding the long-term reliability, safety, and performance of the project.

1. Qualifications

Academic:

  • Bachelor’s degree in Civil, Materials, Mechanical, or Chemical Engineering.
  • Master’s degree in Construction Materials, Quality Management, or Engineering Management (preferred).
  • Professional Certifications (mandatory/strongly preferred):
  • ISO 9001 Lead Auditor / Quality Management Systems certification.
  • Certification in welding inspection (CSWIP, AWS-CWI, or equivalent) for pipeline and steel works.
  • NACE or SSPC certification for coatings and corrosion protection (preferred).
  • Membership of a professional engineering institution (e.g., ICE, ASCE, CIOB).
  • Local/Regional Requirements:
  • Registration or eligibility with the Saudi Council of Engineers (SCE).
  • Familiarity with Saudi standards, NWC/EXPRO requirements, and GCC regional quality regulations.
