Job Purpose:
We are currently looking for Sr. Estimation Engineer to be part of our Project Management Office (PMO) team, based on a large healthcare program in Riyadh.
The program's core objective is to provide consultancy services to operate the Project Management Office, facilitating the delivery of healthcare infrastructure program and implementing streamlined processes and procedures for both ongoing and upcoming projects.
Key Responsibilities/Deliverables:
- Operate within a Project Management Office (PMO) environment, overseeing cost estimation activities.
- Develop, implement, and oversee estimation methodologies, processes, and procedures to handle estimation requests efficiently.
- Deliver accurate, timely, and effective capital and operational cost estimates for all healthcare program-related projects.
- Coordinate and control cost estimation operations to maintain precision and consistency.
- Establish and maintain a corporate cost database, benchmarking metrics, and related datasets for effective cost analysis.
- Create systems and datasets that facilitate the seamless generation of cost estimates.
- Develop and uphold estimation procedures, ensuring their compatibility with cost databases and contracting strategies.
- Review and validate project cost schedules to ensure compliance with company benchmarks and standards.
- Define and implement cost estimation objectives, key performance indicators (KPIs), and performance targets.
- Perform in-depth analyses to identify areas for cost optimization and process efficiency.
- Apply advanced cost estimation techniques and leverage appropriate tools, models, and software to maintain reliable and precise data.
- Establish and maintain robust monitoring, reporting, and procedural systems to meet cost estimation objectives effectively.
- Drive continuous improvement initiatives and ensure adherence to best practices in cost estimation and forecasting.
Qualifications and Experience:
- Fifteen (15 plus) years of experience in PMO, large capital projects and/or large programs or similar complex projects.
- University degree in Engineering, Construction Management, Quantity Surveying or equivalent.
- Experience in KSA/GCC region (highly recommended)
- Excellent analytical skills with ability to analyze large and complex data and worksheets.
- Good communication skills, both in presentation and documentation.
- Attention to detail and ability to thrive in a fast-paced environment.
Languages:
- Proficiency in Arabic is essential.
- Good command over English.
Knowledge and Functional Competencies:
- Excellent written and verbal communication
- Strong Knowledge/experience in estimation and quantity surveying
- Comprehensive knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA.
- Excellent organizational skills and the ability to multi-task
- Ability to work under pressure and to meet multiple deadlines
- Ability to prioritize competing work
