The center of alfanar’s industrial activities is alfanar Industrial Complex situated in the Third Industrial Zone on Al-Kharj Road, Riyadh.

Spread across 700,000 square meters, the Complex houses alfanar’s facilities.

The Complex has a comprehensive infrastructure including a data and communication center as well as a commercial zone.

Job Purpose

Responsible for overseeing the implementation of HSE policies, procedures, and initiatives within the assigned section by monitoring compliance, managing risks, coordinating training and resources, and supporting continuous improvement in order to ensure a safe working environment and adherence to regulatory and company requirements.

Functional Responsibilities

HSE Policy and Procedure Management:

  • Implement and monitor HSE policy statements within the assigned section, ensuring alignment with organizational standards
  • Support the review and application of HSE control procedures, reporting any deviations or improvement opportunities
  • Recommend section-level preventive measures and contribute to continuous improvement of HSE systems
  • Maintain documentation related to HSE audits, reviews, and meetings specific to the section

Risk Assessment and Compliance:

  • Conduct risk assessments for daily operations and ensure practices comply with legal and internal HSE requirements
  • Identify section-specific hazards and coordinate emergency preparedness plans and relevant training
  • Monitor and analyze incident and near-miss data to identify trends and support development of corrective actions
  • Submit section HSE performance reports and ensure timely documentation of compliance status

Resource Management and Planning:

  • Coordinate with HSE management to ensure availability of tools, equipment, and PPE for safe operations
  • Manage HSE-related activities and initiatives within the section’s scope and ensure effective use of resources
  • Contribute to the development of annual section-level HSE targets and KPIs
  • Track and report KPI performance related to safety, audits, and incidents in the section

Training and Communication:

  • Organize and supervise regular safety training and toolbox talks for section staff
  • Communicate safety procedures and updates effectively across the section
  • Support the execution of corporate health and safety plans in accordance with legal and company guidelines
  • Promote a culture of safety awareness and active participation in HSE practices
  • Ensure full compliance with statutory and regulatory training requirements
  • Approve and monitor execution of certified safety training plans
  • Ensure emergency response teams are officially certified and periodically revalidated
  • Review audit findings related to training and ensure closure of identified gaps

  • Ensure availability of job descriptions for all job roles and deployment.
