Techno-Commercial Manager | alfanar Electric

Job Purpose

Responsible for managing techno-commercial activities related to tendering, prescription, and pre-qualification, while reviewing designs from a cost and feasibility perspective to identify savings opportunities, strengthen technical competitiveness, and ensure compliant, high-quality submissions that support business objectives.

Key Accountability Areas

Tendering & Commercial Management

  • Supervise the preparation, review, and submission of technical and commercial tender proposals in line with project requirements.
  • Ensure accuracy, completeness, and competitiveness of bid documents, technical submittals, and costing inputs.
  • Coordinate with Sales, Estimation, and Engineering to align technical solutions with commercial requirements.
  • Review tender risks and provide mitigation recommendations to management.

Prescription & Specification Management

  • Guide and support the development of product and solution prescriptions with consultants and designers.
  • Ensure technical specifications are aligned with company capabilities while remaining compliant with project standards.
  • Review technical clarifications, presentations, and documentation before submission.
  • Monitor prescribed projects and provide feedback to improve win rates.

Pre-Qualification & Vendor Registration

  • Oversee the preparation and submission of pre-qualification documentation to clients and consultants.
  • Review technical and compliance documents prior to final submission.
  • Ensure all certificates, technical profiles, and records are updated and properly maintained.
  • Verify alignment between client requirements and company capabilities.

Technical Design Review & Cost Optimization

  • Review project designs, technical solutions, and material selections from a cost, manufacturability, and feasibility perspective.
  • Analyze and recommend optimized technical alternatives that maintain quality and performance.
  • Coordinate with Engineering, Procurement, and Production to validate technical feasibility and cost impact.
  • Provide techno-commercial inputs to enhance competitiveness and practicality of technical proposals.

  • Ability to recruit, recognize and cultivate high performers and expose them in order to create a robust second line of management.
  • Ability to recognize low performers and guide them to improve or release them.
  • Ability to treat subordinates equally without any discrimination.

  • Ensure availability of delegation of authority matrix to have sufficient delegations as per company policy.

  • Monitor the plan performance and initiate action to strengthen results and take the corrective action accordingly.
  • Provide periodic work progress reports.
  • Responsible for monitoring and controlling budgets and expenses to achieve the optimum cost efficiency.

Organizational Development:

  • Develop the organizational structure according to the current requirements taking into consideration future and development plans.
  • Ensure availability of job descriptions for all job roles and deployment.

Business Process Improvements:

  • Develop, coordinate well-defined written systems, policies, procedures, and seek automations opportunities as much as possible.
  • Should be conversant and able to navigate through IT solutions especially those relevant to his job and business.
  • Promote the automated systems and using them fully, to spread its culture.

Academic Qualification

Bachelor Degree in Electrical Engineering or Any relevant field
